That was me. But, I made an appointment with CHP for the inspection. DMV employees won't be helpful. The officer that did the inspection was understanding and wrote in the engine part number I gave him. See this thread Certificate of Origin for DMV
MCO arrived this week, took all my paperwork to the DMV.
With the MCO and VIN verification done by CHP I was finally able to title it and get the CA green sticker!
Same here. I've emailed Start support twice about the MCO and get no response. I bet this is the issue that caused them to stop sale in the US.
You'd think you could have a few people in the US that should know a thing or two about regulatory requirements before you sell your product here.
Just got back from CHP and they signed off on the Reg31 (VIN verification). I took my invoice, the CARB letter, and bill of lading with me.
Now just waiting for the MCO to arrive from Stark and I will take both docs to the DMV.
Exactly. The difference in CA is they make you title/register it before paying the OHV fee, creating all this complexity. It's been a while but in OR I recall they just wanted a VIN for the OHV sticker which makes it much simpler.
It's a bit convoluted, but it's in the CARB memo. My hope is I can talk to a reasonable person that will understand the intent.

I was seeing 1% every 3 - 4 minutes so yeah, looks like 5 - 6 hours to fully charge.
I also noticed the Amps coming down slightly as the charge built up. Started ~50% at 8.5, and as down to 8.2 at 74% per pic below. The app only allows current to be changed, I had set it at the max of 10amps...
I was only seeing ~8.5 amps max on a 110V with the Stark-supplied US charging cable (swapped out the 14-30 since I don't have that outlet at my house). Also, the charging setting on the phone amp max'd at 10 amps. Maybe I'm missing something? Based on the charging rate, I estimated 4 - 5 hours...
Agree with everything you said, unfortunately Stark's response on this topic hasn't been good. In the meantime, going to try and see how far I can get myself. I even found a company that can issue the certificate of origin and labels, it really shouldn't be that hard for Stark to fix this.
