Battery top front mount bolts

There are 2 bolts that screw in to the top front battery shaft that is rubber mounted in to the battery case, I needed to remove the battery one of them came out no problem but the other was very tight, it even broke the end off the torque bit.
Tried again with new bit and bigger ratchet and was just about moving then suddenly a loud band and went slack and unscrewed as normal. Seemed very odd but I assume what happened is the bolt bottomed out in the threaded blind hole in the battery shaft (original battery shaft and bolt) This would mean the bolt head was not tight up against the frame so I think i might just put a thin washer on each bolt to be sure it pulls up on the frame and does not bottom out on the thread/blind hole.
Anyone else had this problem?

On closer inspection I see that the bolt might well not be bottoming out, there is a short shank on the bolt and the top picture shows the bolt screwed all the way in. The gap is more than the thickness of the frame bracket, the bottom picture shows the bolt screwed all the way in with a washer on and still a small gap but less then the thickness of the frame bracket so will clamp up.
