I, for one, don't like doing anything outdoors below 35°F, but have ridden in the 20s once or twice.
You don't want to charge your battery to full, and you want to go easy on it until the batteries have some run time and begin to warm up a little.
I'm not sure what metric you would need to know to run flat-out. But I'm also guessing at that temperature, you're not going to want to try and go top speed.
