The good book says fork oil and shock fluid is to be replaced at 10hrs. of use.

I would like to know where to get the specs, what special tools may (or may not) be needed, and the level of difficulty for this service?

The smallest amount of studying at YouTube University would indicate to me that the service can be completed with different levels of involvement.

I am just looking to renew the fluids and not completely tear apart and rebuild the forks and shock,

It is not an easy drain and re-fill. It can be quite technical, depending on the bike that you have. You will need special tools too. I would not bother at 10 hours. Maybe 50-100 hours, then yes. I would take it to a suspension shop then. And have the seals changed at the same time.
