Missing bushing?

I just removed my rear brake pedal to clean out the toothpaste, add a Fasstco spring, and some cleats to the tip. I have the pedal, steel sleeve with Orings, and the bolt. Is there another bushing that should be inside of the sleeve? In other words, I have an M8 bolt going into a 12mm hole. Other than the countersunk pedal bolt and a mm or two of steel, theres nothing else to keep the pedal from getting pushed at an angle. Seems its gonna wear pretty quick?

It seems like the CS bolt holds the sleeve hard & flat against the frame boss, and the sleeve/pedal is a nice tight fit (on my bike anyway) which should make for pretty decent wear characteristics as long as there's some grease in there. I was little surprised there was no replaceable pedal bushing (Delrin or whatever), but sometimes those can make for a sloppy pedal feel even when new.
