When I couldn't afford tires I'd wrap nylon rope around the bald rear wheel kinda like that. It'd work pretty good in the mud!

The good thing about the rear subsection is that it's relatively hollow so you could inject it with fiber enforced syntactic foam and get most if not more strength/stiffness back with little weight gain.

I have used the zip tie repair for fenders on my ATVs over the years, it works to keep the mud in it's place, but it sure does look ugly.
