Is this a yearly tax of some sort?
Yes. It can vary a lot from state to state here, but most have a yearly tab renewal, ie, a tax. People with expensive cars often find ways to register their cars in cheaper states. In my state, about 10% of people just stop renewing their tabs. The cops can't pull you over for it (secondary offense). I never renew my bikes and I only renew my car every other year.
 
We have those kind of taxes as well. But it's monthly.
If you don't pay them the system automatically knows and sends you a fine. Same goes for insurance (insurance is obligated).
In both cases the insurer also doesn't have to cover anything you do.
You can "schorsen" (take a vehicle formally out of service) for some time so you don't need to pay or insure, but it can't be on the street then.

It's 11 euro a month per bike (E bikes and cars were free until last year). Gas cars vary from 30-120 a month. Diesels 60-250 a month.

That is $3000/year on the high end. That isn't terribly far from our tax. The value of the vehicle can drive it up a lot, which is why people go through a lot of effort to register luxury cars in cheaper states. I have never understood why ANY recreational vehicle has expensive tabs - they should be really cheap, in my opinion. It is really odd to charge more for EVs, we should be encouraging people buying them, not just at the point of purchase (we used to have a federal rebate, but that ended thanks to Trump). Some states purposely overcharge EVs because of politics. Texas charges $400/year extra, just because they hate EVs. That is way more than the equivalent gas tax they are losing vs a gas car.
