Have you been monitoring the imbalance? If so, how bad does the imbalance get?

3.6V on one cell in one module, when all else is 4.07-4.08v.

I can fix it typically for $300US. That's assuming you cover shipment of the pack. If you can remove and ship just the module it's cheaper still.
