Is the 18 MXR the same shock as a 2017 KTM 350 xcf?

Certainly not on the inside. I don't know if the body is identical or not. I doubt it.

Alta used to say the rear shock was Alta specific. The damping is nothing special/specific, so maybe they have slightly different lengths??

I am speculating, but if you search this forum and then measure the KTM shock you should have your answer.

With the change in the wheel rate on the MXR (new link), the damping is specifically designed for the Alta and not the same as any KTM.

I was just wondering about the nitrogen piston body, i was going to buy one for $20 and put a shrader valve on it. But if I'm going to do that I might as well buy the MX tech kit
