My bike did not have that clip either. I replaced the rear hub bearings late fall. I wondered about that clip, if it was needed, or if it was forgotten when assembled

You have confirmed what @Oded had experienced, and @Rashid510 confirmed there was a change to the regen with a FW update. bluefxstc, do you know which firmware version you have?

Do you think that the early FW versions for the EX had the regen characteristics more like the SM? So, after Oded had his FW updated the regen did change?
