I thought MultiTool allows to load any firmware to any component, one at a time. So it the component is available and wired properly then it can be configured. Or the bike can be renamed into an EX and it will then load the EX firmware. The JSON file says which VIN is which bike.

Yep. I am afraid it is the BCU. But you have the EXR, and those BCUs are available. It is not a straightforward problem to diagnose and repair, but it has been done before. This time it will take several people on this forum to get it done. And you may find a problem somewhere else sooner if you...
