    I'm in Ohio, and the BMV issued me a regular motorcycle title, because just as you said, no mention of "off-road." No inspection was required, and I never added lights.

    Explain your symptoms to SAM, and he will open a support ticket for you. I remember the same as @Theo : Stark Future, if contacted about it, can force the update and then the bike should run fine.

    This does NOT seem to be an issue, you can feel the buttons depressing and returning thru the rubber. I don't see this being a problem, but appreciate your observations.
